After visa approval, they can take the request to their nearest Saudi Embassy. Once they come to Saudi, they can stay up to 6 months with this kind of visa, and they can do Umrah and do all the sites visits in Saudi Arabia. They just cannot work with their visa. While you are in Saudi, there is no check points on visa type to travel from Riyadh to Jeddah (Makkah) or Medina. Only for Hajj season there is visa check points on Makkah boarder for locals and non-locals.
